Operation Safe Commerce (OSC) is a program funded by Congress to establish security techniques that can increase the security of container shipments entering and leaving the United States. The U.S. Customs and Border Protection and Department of Transportation will select projects for funding and provide oversight for the program. These two agencies co-chair the Executive Steering committee, which also has representatives from DOT's Transportation Security Administration (TSA), U.S. Coast Guard, the Department of State, Justice, Commerce, and the White House Office of Homeland Security.
